Yes it is. Lavender basically likes well drained soil in a sunny spot. It does prefer an alkaline soil though and will not tolerate it's roots being water logged. If your soil is a little heavier, then you may need to raise it a little by creating a mound. Don't give it too much TLC. A 'trim up' up after flowering (usually end of summer) will keep it looking nice and then it can be pruned back a third just before winter.
